Partidario de decir siempre lo que piensa, aunque eso le pueda crear problemas, opina que el proceso independentista es un círculo vicioso alejado de los problemas reales de los catalanes, análogos a los del resto de españoles, y que Mas lo inició para que no se hablara de los recortes. Defiende que en España no se juzga a nadie por sus ideas y que un referéndum de autodeterminación es imposible. Confía en que no será necesario recurrir al artículo 155 de la Constitución.

Decir lo que uno piensa puede traer problemas en ciertos ámbitos

Entré en política hace muchos años para cambiar mi ciudad, Badalona. Provengo, pues, del ámbito municipal. Actualmente, me ha tocado asumir el liderazgo de mi partido en Catalunya, el Partido Popular, en un contexto histórico excepcional que es todo un reto y un honor personal y político. Mi cometido principal consiste en poner seny o sano juicio en una situación que, a menudo, roza lo disparatado. Todos tenemos nuestra manera de ser, y la mía se caracteriza por decir las cosas como las pienso y las siento. Esto suele comportar problemas e incomodidades en determinados ambientes y estamentos oficiales, en los que se ha instalado el pensamiento único y en los que se rinde pleitesía al gobierno independentista que en estos momentos tenemos en Catalunya. Sin embargo, todos mis quebraderos de cabeza se ven recompensados cuando salgo a la calle y cada vez más ciudadanos me paran para mostrarme su apoyo.

Un círculo vicioso que lo contamina todo

Para entender qué está pasando en Catalunya, lo más elocuente quizá sea decir que se superponen dos realidades. Por un lado, la realidad de la inmensa mayoría de catalanes, que viven un día a día muy parecido al del resto de españoles; y por otro, una realidad paralela, la de los independentistas, que ya dura cinco años, de gran alcance político y mediático, y prisionera de un círculo vicioso en la que el relato del llamado Procés lo contamina absolutamente todo. Desgraciadamente, el desafío separatista y su parálisis política e institucional traerán consecuencias, y las pagaremos dentro de unos años, aunque mantengo la esperanza de que el dinamismo de la sociedad catalana, que siempre sabe salir adelante sin la ayuda de la Administración, a base de tesón y trabajo, las mitigue.

Culpar al PP es una argucia del relato de los independentistas

Decir que todo es culpa del Partido Popular por haber llevado el nuevo Estatuto al Tribunal Constitucional me parece una falacia. Si hubiera existido esta relación de causa-efecto, de 2009 a 2011 Convergència no habría buscado un pacto de legislatura con nosotros, como hizo. Tan nocivos no debíamos de ser. La sentencia del Estatuto como detonante es una más de las argucias del relato independentista. Argucias que, no lo niego, han funcionado, porque han conseguido que un segmento importante de la población catalana, que no estaba interesada en la ruptura con España, haya sucumbido a la tentación de semejante idea. Aun así, puedo admitir y reconocer que la campaña contra el Estatuto, de la forma en que se planteó, dolió a una parte considerable de la población catalana.

«Mientras se hable independencia, no se hablará de recortes»

Nunca le ha ido mejor a Catalunya que con gobiernos del PP, que siempre ha apostado por la pluralidad. Durante el primer gobierno popular, fueron transferidas a la Generalitat de Catalunya las competencias de la policía autonómica y la gestión portuaria, aun a riesgo de la incomprensión de nuestro electorado. Y lo hicimos por lealtad; una lealtad que Artur Mas, aprovechando el caldo de cultivo de la crisis y los crecientes casos de corrupción, quebrantó en 2012 cuando decidió abrir la caja de Pandora del proceso independentista para ocultar y disimular los recortes económicos y presupuestarios que su gobierno se vio obligado a hacer. Ahí empezó todo. Y no son invenciones mías; un correligionario de Mas, actualmente en el Gobierno de Catalunya, me lo expresó en estos términos: «Mientras se hable de independencia, no se hablará de recortes».

Cuál es la receta del Estado federal

Algunos, para jugar a una equidistancia sin sentido, proponen abordar los problemas territoriales de España desde una solución federal. Por mucho que me esfuerzo, no consigo ver diferencias entre el Estado autonómico y un hipotético Estado federal. No hay en Europa ningún Estado federal, ni siquiera Alemania, que se haya descentralizado más que España. Ni el propio Partido Socialista Obrero Español, que es el partido mayoritario que de vez en cuando nos propone la receta del federalismo, ha conseguido explicar de manera inteligible en qué consiste.

Ni se pudo en Baviera y en el Véneto, ni se podrá en Catalunya

Al Partido Popular se le reprocha poca voluntad de diálogo. A mi modo de ver, para dialogar es necesario ponerse en el lugar del interlocutor, comprender sus razones. No es, precisamente, lo que viene haciendo el Presidente de la Generalitat de Catalunya. El Presidente Puigdemont sabe perfectamente que en Catalunya no habrá un referéndum de autodeterminación porque es simple y llanamente imposible. Como también ha sido imposible, y lo hemos visto recientemente, en los casos de Baviera y el Véneto. Los Estados europeos, a estas alturas del siglo XXI, no están por este tipo de aventuras rupturistas, y todo aquel que prometa independencias está engañando y confundiendo a la población de una manera pueril e irresponsable.

En España no se juzga a nadie por sus ideas

El juicio a Artur Mas y a dos miembros de su gobierno debe ser visto como un proceso normal en un país que se rige por los cauces de la ley y la democracia. Lo que sí es propio de países autoritarios es que se concentraran miles de personas en la calle con el ánimo de intimidar y presionar al tribunal para condicionar el libre ejercicio de sus funciones. Especialmente lamentable fue que se lanzaran improperios a una fiscal que se limitaba a hacer su trabajo. En Catalunya, y en el resto de España, no se juzga a nadie por sus ideas, ni siquiera por poner urnas. Se juzga a unos políticos, responsables públicos, que, a sabiendas, de manera desafiante, y habiendo sido avisados por activa y por pasiva, tomaron decisiones al margen de la legalidad, ignorando el Estado de Derecho.

Quieren un Estado de pensamiento único

Los independentistas tienen más de lobo con piel de oveja que de oveja con piel de lobo. Estoy plenamente convencido de que, si fueran una clara mayoría e impusieran sus postulados, llegarían a echar de Catalunya a quienes nos sentimos también españoles, ya que somos un estorbo para el Estado de pensamiento único que pretenden instaurar. Los partidos independentistas no están engañando a la mayoría de catalanes, que ya no les siguen; solo engañan a sus parroquianos, muchos de ellos gente de buena fe, que aún no han visto que el Procés se ha convertido en el modus vivendi de unos cuantos, de la casta que los lidera, que hará lo que sea para no perder el poder, incluso manipular los sentimientos legítimos de quienes depositan su confianza en ellos.

Un proceso irrelevante y poco serio

Según me cuentan empresarios que se mueven por el mundo, el tema de la independencia de Catalunya no existe en las agendas de los círculos de decisión. La visualización internacional del independentismo ha vivido tres etapas. La primera, gracias a las grandes movilizaciones, consiguió despertar una cierta curiosidad e inquietud por lo que aquí acontecía. La segunda, atrajo la atención, observaron y escucharon lo que aquí se decía. Y la tercera, la presente, se caracteriza por entender la poca seriedad e irrelevancia que hay detrás del movimiento. El disparate ya se ha hecho evidente más allá de nuestras fronteras. Hoy mismo, el Gobierno francés ha dejado claro a las autoridades independentistas que no cuenten con él para ningún tipo de reconocimiento.

Necesidades reales contra el referéndum

El Gobierno de España, una vez equilibradas las cuentas públicas y cumplido el objetivo de salir de la crisis económica, que era la prioridad, se ha manifestado dispuesto a invertir en Catalunya en función de sus posibilidades para atender las necesidades reales de los catalanes. El Presidente Rajoy ha dicho, por activa y por pasiva, que quiere reunirse con el Presidente Puigdemont para hablar de políticas sanitarias, educativas, infraestructuras, inversiones y financiación. Lo que no es admisible es condicionar todas estas necesidades a la celebración de un referéndum de autodeterminación. Tampoco ayuda que el Gobierno convoque una conferencia de presidentes de comunidades autónomas y que el Presidente de Catalunya no asista. O que recientemente se esté redefiniendo un nuevo modelo de financiación y Catalunya se desentienda de participar en ello. La obligación del Gobierno catalán es acudir a estas reuniones, no hacer dejación de sus responsabilidades.

Una medida nada deseable

El artículo 155 de la Constitución faculta al Gobierno de España para recuperar todas las competencias traspasadas a los gobiernos autónomos. Es una medida excepcional, que ojalá nunca se llegue a aplicar, porque crearía una tensión política y social nada deseable, una verdadera crisis institucional. Tengo la esperanza de que el Gobierno catalán, en los próximos meses, rectifique su posición irracional en relación al referéndum. Creo en el pacto, pero no en un pacto diferencial respecto a terceros, sino en uno que busque soluciones en la línea de las necesidades reales de los catalanes. Los mejores clientes y amigos de los catalanes son el resto de los españoles, y a los clientes y amigos se les debe cuidar.

He always speaks his mind, even though it can cause problems, and is of the opinion that the independence process is a vicious circle that is far from solving the real problems of the Catalan people, which are similar to those of other Spaniards. He considers that Mas started the Procés to avoid having to justify the cutbacks, and says that in Spain, nobody is judged for their ideas, and that a referendum on self-determination is impossible. He is confident there will be no need to apply article 155 of the Constitution.

Saying what one thinks can cause problems in certain places

I became a politician many years ago, and my mission was to bring change to my city, Badalona, which means I have experience in municipal government. I am currently the leader of my party, the Partido Popular, in Catalonia, in an exceptional historical context that is quite a challenge and an honour for me as a person and a politician. My main task is to bring some seny or common sense to a situation that often borders foolishness. We all have different ways of doing things, and I believe in saying what I think and feel. This usually brings problems and discomfort in certain official settings and circles that are dominated by one idea that pays tribute to the independent government that is now in power in Catalonia. However, all my headaches disappear when I talk to people on the street and see that more and more citizens are giving me their support.

A vicious circle that taints everything

Perhaps the best way to describe what is going on in Catalonia is to say that there are two superimposed realities. On one side, the reality of an immense majority of Catalans who live life in a very similar way to the Spanish; and on the other, a parallel reality, that of those who support independence, which has now existed for five years, with an important political and media-base scope, and caught up in vicious circle in which the story of what is called the Procés taints absolutely everything. Unfortunately, the separatist challenge and the political and institutional paralysis it brings will have consequences that will cost us dearly in a few years, although I continue to hope that the dynamism of the Catalan society, which has always been able to overcome obstacles through effort and hard work, without the help of the Administration, will mitigate them.

Putting the blame on the Partido Popular is a sophism used in the rhetoric of those in favour of independence

Laying the blame on the Partido Popular for having referred the new Catalan Statute to the Constitutional Court is a fallacy. If this cause and effect relationship had existed, then between 2009 and 2011, Convergència would not have sought a legislature pact with us, as it did. We were obviously not that awful then. The idea that the decision regarding the Statute was the detonating factor is yet another sophistry in the separatist rhetoric. I am not saying that these sophisms did not work, as they have led a large number of Catalans who were not interested in breaking up with Spain, to give in to the temptation of such an idea. Even so, I admit and acknowledge that the campaign against the Statute, and the manner in which it was orchestrated offended a large number of Catalans.

“There will be no talk of cutbacks as long as independence is on the agenda” Catalonia has obtained great benefits from its pacts with Partido Popular governments, in which plurality was always respected. During the first PP legislature, the Catalan government was awarded powers to regulate the national police force and manage its ports, even at the risk of the lack of comprehension of the citizens who voted for us. We did this out of loyalty, and in 2021, Artur Mas violated this loyalty by taking advantage of the breeding ground generated by the crisis and the growing number of cases of corruption, and deciding to launch the separatist process to hide and dissimulate the economic and budgetary cutbacks that his government was obliged to implement. That is when the whole thing started, and I am not making this up; one of Mas’s colleagues, currently in office in the Catalan Government, told me the following: “There will be no talk of cutbacks as long as independence is on the agenda”.

The Federal State recipe

Some propose to solve the territorial problems of Spain by introducing a federal solution, in an attempt to reach a senseless equidistance. However much I try, I cannot see the differences between the existing autonomous state and a hypothetical federal state. There is no federal state in Europe, not even in Germany, which is even more decentralised than Spain. Even the Partido Socialista Obrero Español, the party that gives the most support to federalism, has not been able to offer a coherent explanation of what it consists of.

Bavaria and Veneto were unable to and Catalonia will not be able to do it either

The Partido Popular is reproached for not wanting to negotiate. As I see it, it is necessary to put oneself in the place of the interlocutor and understand their reasons. And this is not precisely what the President of the Catalan Government has been doing. President Puigdemont knows perfectly well that it is absolutely impossible to hold a referendum on self-determination in Catalonia. Just as it was impossible in the cases of Bavaria and Veneto, as we have seen recently. At this point in the 21st century, European states are not willing to embark on these separatist adventures and anyone who promises independence is deceiving and confusing the population in a childish and irresponsible way.

In Spain, nobody is judged for their ideas

The trial involving Artur Mas and two members of his government must be regarded as a normal process in a country subject to the rule of law and democracy. What is the norm in an authoritarian country is for thousands of people to congregate in the city streets in order to intimidate and put pressure on the court to condition the free exercise of its functions. In particular, it was regrettable to see how a public prosecutor was insulted just for trying to do her job. In Catalonia, as in the rest of Spain, nobody is judged for their ideas, not even for setting up voting booths. What is on trial here is a group of politicians and public servants, who, knowingly and defiantly, took decisions that were illegal and ignored the rule of law.

They want a one-idea state

Those who support independence are more like wolves in sheep’s clothing than the other way around. I am convinced that if there was a clear majority and their ideas were imposed, they would eventually expel anyone who sympathised with Spain from Catalonia, as we are an obstacle for the one-idea state that they intend to establish. The parties who promote independence have managed to deceive a large majority of Catalans who no longer vote for them; the only people they are deceiving are those who vote for them, many in good faith, who have not yet realised that the Procés has become the modus vivendi of a few, of the caste that leads them, people who will stop at nothing to retain power, even to the point of manipulating the legitimate sentiments of all those who have put their trust in them.

An irrelevant and trivial process

I have been told by companies that move in international circles that the matter of Catalan independence is not on the agenda in decision-taking spheres. The international view of independence underwent three phases. The first, thanks to the huge demonstrations, aroused a certain amount of curiosity and concern about what was happening here. The second attracted the attention of some, who observed and listened to what was said. And the third, the current one, is the realisation of how irrelevant and trivial the movement is. This foolishness has been demonstrated beyond our borders. Today, the French government has made it clear to the separatists that they will not be able to count on its recognition.

Real needs versus the referendum

Following the balancing of the public accounts and after fulfilling its objective of leaving the crisis behind (which was a priority), the Spanish government has declared that it is willing to invest in Catalonia, to the extent that it is able, in order to deal with the real needs of the Catalans. President Rajoy has declared that he wishes to meet with President Puigdemont to talk of health and education policies, infrastructures, investments and finance. It is quite unacceptable to condition all these needs to a referendum on self-determination. In addition, it is not positive for the Spanish government to convene a meeting of the autonomous communities, and for the President of Catalonia not to attend it, or for him to decline an invitation to take part in a meeting to discuss the new model of finance for Catalonia. The obligation of the Catalan government is to attend these meetings and not abandon its responsibilities.

An undesirable measure

Article 155 of the Constitution gives the Spanish government the power to withdraw all powers awarded to the autonomous governments. This is an exceptional measure and one which I hope will not be applied, as it would generate much political and social tension and lead to a major institution crisis. I hope that the Catalan government will reconsider its irrational stance regarding the referendum during the coming months. I believe in reaching an agreement, but not an agreement that establishes differences with respect to others, but one that aims to find solutions to the real needs of the Catalan people. Spain is the best client and friend of the Catalan people, and it is necessary to take care of one’s clients and friends.

Partisan de dire toujours de ce qu’il pense, même si cela peut créer des problèmes, il pense que le processus indépendantiste est un cercle vicieux éloigné des problèmes réels des catalans, analogues à ceux du reste des espagnols et que Mas l’a démarré pour faire oublier les restrictions budgétaires. Il défend qu’en Espagne personne n’est jugé pour ses idées et qu’un référendum d’autodétermination est impossible. Il espère qu’il ne sera pas nécessaire d’avoir recours à l’article 155 de la Constitution.

Dire ce que l’on pense peut attirer des problèmes dans certains milieux

J’ai débuté en politique il y a plusieurs années pour changer ma ville, Badalona. Je viens donc du milieu municipal. Actuellement, je suis à la tête de mon parti en Catalogne, dans un contexte historique exceptionnel ; un véritable défi et un honneur à la fois personnel et politique. Mon objectif principal est de mettre « seny » ou bon entendement dans une situation qui frôle souvent l’absurdité. Nous avons tous notre façon d’être et la mienne se caractérise par le fait de dire ce que je pense et ce que je ressens. Cela peut attirer des problèmes ou être gênant dans certains milieux et classes officielles qui ont instauré la pensée unique et qui rendent hommage au Gouvernement indépendantiste que nous avons actuellement en Catalogne. Néanmoins, tous mes tracas en valent la peine lorsque des citoyens, de plus en plus nombreux, m’arrêtent dans la rue pour me montrer leur soutien.

Un cercle vicieux qui contamine tout

Pour comprendre ce qui se passe en Catalogne, le plus éloquent est sans doute de parler de deux réalités superposées. D’une part, la réalité de l’immense majorité des catalans, qui vivent un quotidien très semblable à celui du reste des espagnols ; et d’autre part une réalité parallèle, celle des indépendantistes, qui dure depuis cinq ans, et bénéficie d’une grande portée politique et médiatique, prisonnière d’un cercle vicieux où le récit du Procés contamine absolument tout. Malheureusement, le défi indépendantiste et sa paralysie politique et institutionnelle auront des conséquences, que nous payerons dans quelques années, même si je garde l’espoir que le dyna misme de la société catalane, qui a toujours su aller de l’avant sans l’aide de l’administration, à force de travail et de persévérance, les réduise.

Faire des reproches au PP est un sophisme du récit des indépendantistes

Dire que tout est de la faute du Partido Popular pour avoir porté le nouveau Statut devant le Tribunal Constitutionnel me semble une supercherie. Si cette relation de cause-effet aurait existé de 2009 à 2011, Convergència n’aurait pas cherché un pacte de législature avec nous comme il l’a fait. Nous ne devions donc pas être si mauvais. La décision du Statut comme détonnant est l’un des sophismes du récit indépendantiste. Des sophismes qui, je ne vais pas le nier, ont fonctionné car ils ont poussé une partie importante de la population catalane, qui ne souhaitait pas la rupture avec l’Espagne, à succomber à la tentation de ce genre d’idées. Néanmoins, je peux admettre et reconnaître que la campagne contre le Statut, telle qu’elle a été conduite, a fait du mal à une grande partie de la population catalane.

Tant que l’on parle d’indépendance, on en oublie les restrictions budgétaires »

La Catalogne n’a jamais été aussi bien qu’avec les gouvernements du PP, un parti qui a toujours misé sur la pluralité. Pendant son premier mandat, le Partido Popular a transféré à la Generalitat de Catalogne les compétences de la police autonomique et la gestion portuaire, au risque de choquer notre électorat. Or nous l’avons fait par loyauté ; une loyauté qu’Artur Mas, profitant du bouillon de culture de la crise et de l’augmentation des cas de corruption, a trahi en 2012, lorsqu’il a décidé d’ouvrir la boîte de Pandore du processus indépendantiste pour cacher ou dissimuler les restrictions économiques et budgétaires que son gouvernement s’est vu obligé de réaliser. C’est là que tout a commencé. Et je n’invente rien : un collègue de parti de Mas, actuellement au Gouvernement de Catalogne me l’a déclaré en ces termes : « Tant que l’on parle d’indépendance, on en oublie les restrictions budgétaires ».

Quelle est la recette de l’État fédéral ?

D’aucuns, pour jouer à une équidistance de non-sens, proposent d’aborder les problèmes territoriaux d’Espagne avec une solution fédérale. Or, j’ai beau chercher, je ne vois pas la différence entre l’État autonomique et un hypothétique État fédéral. Il n’existe en Europe aucun État fédéral, pas même en Allemagne, qui se soit décentralisé autant que l’Espagne. Même le Partido Socialista Obrero Español, le parti majoritaire qui nous propose de temps en temps la recette du fédéralisme n’a pas réussi à expliquer de façon intelligible en quoi cela consiste.

Cela ne s’est produit ni en Bavière ni en Vénétie, et cela ne se produira pas en Catalogne

On reproche au Partido Popular un manque de volonté de dialogue. Moi, je pense que pour dialoguer, il faut se mettre à la place de son interlocuteur, comprendre ses raisons. Or, ce n’est pas ce que fait le président de la Generalitat de Catalogne. M. Puigdemont sait parfaitement qu’il n’y aura pas de référendum d’auto-détermination en Catalogne car c’est clairement et tout simplement impossible. Comme cela a été impossible aussi, nous l’avons vu récemment, en Bavière et en Vénétie. Au XXIe siècle, les États européens ne veulent pas s’embarquer dans ce type de rupture et quiconque promet l’indépendance trompe et confond la population d’une façon puérile et irresponsable.

En Espagne, personne n’est jugé pour ses idées

Le procès d’Artur Mas et de deux membres de son gouvernement doit être vu comme un procès normal dans un pays qui suit le cours de la loi et de la démocratie. En revanche, ce qui est propre des pays autoritaires, c’est que des milliers de personnes se concentrent dans la rue pour intimider et faire pression sur le tribunal dans le libre exercice de ses fonctions. Très lamentable aussi, les injures adressées à une procureure qui se limitait à faire son travail. En Catalogne et dans le reste de l’Espagne, on ne juge personne pour ses idées, pas même pour avoir installé des urnes. On juge des hommes politiques, des responsables politiques qui en toute connaissance de cause, de façon provocante, et qui malgré tous les avertissements, ont pris des décisions en marge de la légalité, en ignorant l’État de droit.

Ils veulent un État avec une pensée unique

Les indépendantistes ont plus du loup déguisé en agneau que de l’agneau déguisé en loup. Je suis totalement convaincu que s’ils étaient une majorité et qu’ils imposaient leurs postulats, ils parviendraient à renvoyer de Catalogne ceux qui se sentent aussi espagnols, car nous sommes une gêne pour l’État de pensée unique qu’ils veulent instaurer. Les partis indépendantistes ne trompent pas la plupart des catalans, qui ne les suivent plus, ils trompent seulement leur électorat, composé de personnes de bonne foi, qui ne se sont pas encore aperçu que le Procés est devenu le modus vivendi de quelques-uns de cette caste qui les dirige, qui feront tout pour ne pas perdre le pouvoir, voire même manipuler les sentiments légitimes de ceux qui leur ont fait confiance.

Un processus insignifiant et peu sérieux

Aux dires de certains chefs d’entreprise qui voyagent dans le monde, le sujet de l’indépendance de la Catalogne n’est pas à l’ordre du jour dans les agendas des cercles de décision. La visualisation internationale de l’indépendantisme a connu trois étapes. La première grâce aux grandes mobilisations, a éveillé une certaine curiosité et inquiétude sur ce qui se produisait. La deuxième a attiré l’attention, ce qui se disait a été observé et écouté. La troisième, l’étape actuelle, se caractérise par la compréhen – sion du manque de sérieux et de l’insignifiance qui se cachent derrière ce mou-vement. Cette absurdité est déjà évidente au-delà de nos frontières. Aujourd’hui, le Gouvernement français a indiqué aux autorités indépendantistes qu’ils ne pourront pas compter sur sa reconnaissance.

Des besoins réels contre le référendum

Le Gouvernement d’Espagne, après avoir équilibré les comptes publics et atteint l’objectif de sortir le pays de la crise économique, qui était sa priorité, s’est montré disposé à investir en Catalogne, en fonction de ses possibilités pour répondre aux besoins réels des catalans. Le président Rajoy a dit à maintes reprises, vouloir rencontrer le président Puigdemont pour parler de politiques sanitaires, éducatives, d’infrastructures, d’investissements et de financement. Mais il est inadmissible de conditionner ces besoins à la célébration d’un référendum d’autodétermination. Ou que le président de Catalogne n’assiste pas à une conférence de présidents des communautés autonomes convoquée par le gouvernement, ou encore, comme récemment, qu’on redéfinisse un nouveau modèle de financement et que Catalogne ne veuille pas y participer. Le Gouvernement catalan est tenu d’assister à ces réunions et ne doit pas abandonner ses responsabilités.

Une mesure qui n’est pas souhaitable

L’article 155 de la Constitution autorise le Gouvernement d’Espagne à récupérer toutes les compétences transférées aux Gouvernements autonomes. C’est une mesure exceptionnelle, qui espérons-le ne sera pas appliquée, car elle créerait une tension politique et sociale peu souhaitable, une véritable crise institutionnelle. J’ai l’espoir que le Gouvernement catalan, dans les prochains mois, corrigera sa position irrationnelle vis-à-vis du référendum. Je crois au pacte mais pas à un pacte différentiel par rapport aux tiers sinon un qui cherche des solutions dans la ligne des besoins réels des catalans. Les meilleurs clients et amis des catalans sont le reste des espagnols et il faut prendre soin de ses clients et amis.

Er neigt dazu, immer das zu sagen, was er denkt, auch wenn ihm dadurch Probleme entstehen können. Seiner Meinung nach ist der Unabhängigkeitsprozess ein Teufelskreis, der von den tatsächlichen Problemen der Katalanen weit entfernt ist, die denen der Spanier ähneln, wobei Mas diesen Prozess ausgelöst habe, um von den Haushaltskürzungen abzulenken. Er vertritt die Ansicht, dass in Spanien niemand aufgrund seiner Ideen vor ein Gericht gestellt wird und dass ein Referendum über die Selbstbestimmung unmöglich ist. Er hofft darauf, dass eine Berufung auf den Artikel 155 der spanischen Verfassung nicht notwendig sein wird.

Das zu sagen, was man denkt, kann in bestimmten Kreisen zu Problemen führen

Ich trat vor vielen Jahren in die Politik ein, um meine Stadt Badalona zu verändern. Ich stamme somit aus der Gemeindepolitik. In der letzten Zeit musste ich die Führung meiner Partei, der Partido Popular, in Katalonien übernehmen, und das in einem außergewöhnlichen historischen Kontext, was eine Herausforderung sowie eine persönliche und politische Ehre ist. Meine vorrangige Aufgabe besteht darin, in einer Situation gesundes Urteilsvermögen einzusetzen, die recht häufig aberwitzig erscheint. Wir alle haben eine eigene Wesensart. Meine zeichnet sich dadurch aus, die Dinge so zu sagen, wie ich sie sehe und empfinde. Dies führt in bestimmten Kreisen normalerweise zu Problemen und Unannehmlichkeiten, in denen sich eine Einheitsdenkweise durchgesetzt hat und in denen dem in Katalonien derzeit verbreiteten Unabhängigkeitskult Reverenz erwiesen wird. Alle meine Kopfzerbrechen werden jedoch abgegolten, wenn ich auf die Straße gehe und mir immer mehr Leute ihre Zustimmung und Unterstützung aussprechen.

Ein Teufelskreis, der alles kontaminiert

Um zu verstehen, was momentan in Katalonien geschieht, ist das Bild zweier überlagerter Realitäten wahrscheinlich am aussagekräftigsten. Auf der einen Seite die Realität der überwiegenden Mehrheit der Katalanen, deren Alltag stark dem Alltag der restlichen Spanier ähnelt; und auf der anderen Seite eine Parallelrealität, die der Unabhängigkeitsanhänger, die bereits seit fünf Jahren andauert und eine große politische und mediale Reichweite besitzt, die darüber hinaus in einem Teufelskreis gefangen ist, in dem die Geschichte des sogenannten Procés alles kontaminiert. Leider wird die separatistische Heraus – forderung und deren politische und institutionelle Lähmung Folgen haben, deren Rechnung wir innerhalb einiger Jahre zahlen werden müssen. Ich hege jedoch weiterhin die Hoffnung, dass die Dynamik der katalanischen Gesellschaft, die es mit Standhaftigkeit und Arbeit bisher immer ohne die Hilfe der Verwaltung geschafft hat, voranzukommen, die Folgen mindern wird.

Der PP die Schuld zuzuweisen ist eine Spitzfindigkeit der Unabhängigkeitsanhänger

Die Behauptung, alles sei Schuld der Partido Popular, da man das neue Autonomiestatut vor das Verfassungsgericht gebracht habe, erscheint mir als Augenwischerei. Wenn ein derartiger kausaler Zusammenhang bestünde, hätte Convergència von 2009 bis 2011 nicht versucht, mit uns einen Legis – laturpakt zu schließen. So schlimm konnten wir also nicht gewesen sein. Das Urteil des Autonomiestatus als Auslöser ist eine weitere Spitzfindigkeit der Unabhängigkeitsanhänger. Spitzfindigkeiten, die, das will ich gar nicht abstreiten, funktioniert haben. Denn sie haben erreicht, dass ein bedeutender Teil der katalanischen Bevölkerung, der an keinem Bruch mit Spanien interessiert war, der Versuchung einer solchen Idee erlegen ist. Trotzdem muss ich zugeben und anerkennen, dass die Kampagne gegen das Autonomiestatut in der dargebrachten Form einen erheblichen Teil der katalanischen Bevölke – rung verletzt hat.

„Wenn über die Unabhängigkeit gesprochen wird, redet niemand von Kürzungen“

Niemals ist es Katalonien so gut gegangen, wie unter Regierungen der PP, die immer auf die Vielfalt gesetzt hat. Während der Regierung der spanischen Volkspartei wurden der Generalitat de Catalunya die Kompetenzen der autonomen Politik und der Hafenverwaltung übertragen, trotz des Risikos des Unverständnisses unserer Wählerschaft. Wir taten dies aus Treue; einer Treue, die Artur Mas unter Ausnutzung des Nährbodens der Krise und der wachsenden Korruptionsfälle 2012 brach, als es beschloss, die Büchse der Pandora des Unabhängigkeitsprozesses zu öffnen, um die Wirtschafts- und Haushaltskürzungen zu verheimlichen, zu denen seine Regierung sich gez-wungen sah. Das war der Anfang. Und dies sind beileibe keine Erfindungen von mir; ein Gesinnungsgenosse von Mas, der momentan in der Regierung von Katalonien sitzt, drückte dies mir gegenüber mit den folgenden Worten aus: „Wenn über die Unabhängigkeit gesprochen wird, redet niemand von Kürzungen.“

Was ist das Rezept des föderalistischen Staats

Gleich einem sinnlosen Spiel schlagen einige vor, die territorialen Probleme Spaniens in Form einer föderalistischen Lösung anzugehen. So sehr ich mich auch anstrenge, schaffe ich es doch nicht, die Unterschiede zwischen einem Staat der Autonomien und einem hypothetischen Bundesstaat zu sehen. Es gibt in Europa keinen einzigen Bundesstaat, noch nicht einmal Deutschland, das dezentralisierter als Spanien ist. Noch nicht einmal die Spanische Sozialistische Arbeiterpartei (Partido Socialista Obrero Español), die uns gelegentlich das Rezept des Föderalismus vorschlägt, hat verständlich erklären können, worin der Unterschied besteht.

Es ist weder in Bayern oder Venetien gelungen, noch wird es in Katalonien gelingen

Der Partido Popular wird mangelnde Dialogbereitschaft vorgeworfen. Ein Dialog erfordert meiner Ansicht nach, sich in die Lage des Gesprächspartners zu versetzen und dessen Beweggründe zu verstehen. Dies ist nicht gerade das, was der Präsident der Generalitat de Catalunya momentan tut. Präsident Puigdemont weiß genau, dass es in Katalonien kein Referendum über die Selbstbestimmung geben wird, da dies schlicht und ergreifend unmöglich ist. Genauso wie es im Fall von Bayern und Venetien unmöglich war. Den europäischen Staaten steht im 21. Jahrhunderts nicht der Sinn nach derartigen separatistischen Abenteuern und alle Personen, welche die Unabhängigkeit versprechen, täuschen und führen die Bevölkerung auf kindische und verantwortungslose Weise in die Irre.

In Spanien wird niemand aufgrund seiner Ideen vor ein Gericht gestellt

Der Prozess gegen Artur Mas und zwei Mitglieder seiner Regierung muss als normaler Prozess in einem Land angesehen werden, das die gesetzlichen Wege und die Demokratie einhält. Typisch für autoritäre Länder sind dagegen Kundebungen Tausender Personen auf der Straße, mit dem Ziel, das Gericht einzuschüchtern und die freie Ausübung seiner Funktionen einzuschränken. Besonders bedauerlich waren die Beschimpfungen einer Staatsanwältin, die sich darauf beschränkte, ihre Arbeit auszuführen. In Katalonien und im restlichen Spanien wird niemand aufgrund seiner Ideen vor ein Gericht gestellt, auch nicht dafür, Urnen aufzustellen. Vor ein Gericht gestellt werden dagegen Politiker und öffentliche Entscheidungsträger, die wissend und auf herausfordernde Weise sowie trotz der Tatsache, immer wieder avisiert worden zu sein, Entscheidungen am Rande der Legalität getroffen und den Rechtsstaat ignoriert haben.

Sie streben einen Staat mit einer Einheitsdenkweise an

Die Unabhängigkeitsanhänger ähneln mehr einem Wolf im Schafspelz als einem Schaf im Wolfspelz. Ich bin voll und ganz davon überzeugt, dass sie, falls sie tatsächlich die Mehrheit darstellen und ihre Postulate durchsetzen würden, schließlich diejenigen aus Katalonien vertreiben würden, die sich ebenfalls als Spanier fühlen, da wir ein Hindernis für den von ihnen angestrebten Staat der Einheitsdenkweise darstellen. Die Unabhängigkeits-parteien führen nicht die Mehrheit der Katalanen in die Irre, die ihnen nicht mehr folgt, sondern lediglich ihre Anhänger. Viele davon sind gutgläubige Personen, die noch nicht erkannt haben, dass der Procés sich in den Modus Vivendi einiger Weniger verwandelt hat, der Führungskaste, die alles tut, um die Macht nicht zu verlieren, auch wenn dies die Manipulation der berechtigten Gefühle derjenigen bedeutet, die in sie ihr Vertrauen gesetzt haben.

Ein irrelevanter und wenig ernstzunehmender Prozess

Wir mir Unternehmer berichten, die sich in der ganzen Welt bewegen, ist das Thema der Unabhängigkeit Kataloniens auf den Terminkalendern der Entscheidungsträger nicht vorhanden. Die internationale Sicht der Unabhängigkeitsbewegung hat drei Etappen durchlebt. Die erste Etappe hat es geschafft, dank der großen Kundgebungen eine gewisse Neugier und Unruhe in Bezug auf die hiesigen Geschehnisse zu wecken. Die zweite Etappe zog die Aufmerksamkeit auf sich, man beobachtete und hörte zu, was hier gesagt wurde. Und die dritte, aktuelle Etappe zeichnet sich dadurch aus, dass man die geringe Ernsthaftigkeit und die Irrelevanz hinter dieser Bewegung verstanden hat. Der Unsinn wurde bereits über unsere Grenzen hinaus erkannt. Heute hat die französische Regierung der Unabhängigkeitsbe-wegung klar zu verstehen gegeben, dass man auf keinerlei Form der Anerkennung hoffen könne.

Reale Bedürfnisse versus Referendum

Die spanische Regierung hat sich nach dem Ausgleich der Staatskonten und nach der Erfüllung des vorrangigen Ziels, die Wirtschaftskrise zu überwinden, bereit erklärt, abhängig von ihren Möglichkeiten in Katalonien zu investieren, um die realen Bedürfnisse der Katalanen abzudecken. Präsi-dent Rajoy hat immer wieder gesagt, dass er sich mit Präsident Puigdemont treffen wolle, um über das Gesundheitswesen, das Bildungswesen, die Infrastrukturen, Investitionen und Finanzierung zu sprechen. Nicht zulässig ist jedoch, diese Bedürfnisse an die Abhaltung eines Referendums über die Selbstbestimmung zu knüpfen. Wenig hilfreich ist auch, wenn die Regierung eine Konferenz der Präsidenten der Autonomen Gemeinschaften einberuft und der Präsident Kataloniens nicht teilnimmt. Oder dass jetzt ein neues Finanzierungsmodell definiert wird und Katalonien von einer Beteiligung absieht. Pflicht der katalanischen Regierung ist es, an diesen Besprechungen teilzunehmen, und nicht, sich der Verantwortung zu entziehen.

Eine wenig wünschenswerte Maßnahme

Der Artikel 155 der spanischen Verfassung ermächtigt die spanische Regierung, alle Kompetenzen zurückzunehmen, die an die autonomen Regierungen übertragen wurden. Dies ist eine außergewöhnliche Maßnahme, die hoffentlich niemals angewendet werden muss, da sie eine wenig wünschenswerte politische und gesellschaftliche Spannung und eine wahrhafte institutionelle Krise verursachen würde. Ich hege die Hoffnung, dass die katalanische Regierung in den nächsten Monaten ihre irrationale Position in Bezug auf das Referendum korrigieren wird. Ich glaube an den Pakt, nicht jedoch an einen Dritten gegenüber differenzierenden Pakt, sondern an einen Pakt, der Lösungen in Übereinstimmung mit den realen Bedürfnissen der Katalanen sucht. Die besten Kunden und Freunde der Katalanen sind die restlichen Spanier. Und Kunden und Freunde muss man hüten.
